About the lecture:
Blockchain technology is seen as a driving force behind the future of fintech, offering transformative potential for digital assets and decentralized finance. However, the rapid growth of the virtual asset industry comes with the risks and regulatory uncertainties surrounding the Web3 industry. This lecture explores how the UAE and Uzbekistan are addressing these challenges through their regulatory frameworks for Virtual Asset Service Providers (VASPs), each with a distinct regulatory philosophy aimed at balancing innovation with risk management.
The session will cover licensing processes and requirements, Anti-Money Laundering (AML) standards, and the evolving industry landscape, illustrating how each country's approach shapes the compliance environment. Differences in regulatory strategies reveal how contrasting philosophies impact market stability, cross-border operations, investors and clients protection. Through comparative analysis and case studies, participants will gain insights into navigating these frameworks and understanding the broader implications for blockchain's role in the future of digital finance.
Aleksey Yakovenko is a seasoned professional in financial regulation and technological innovation, with 20 years of experience. He serves as the CEO and co-founder of Lockton Solutions in Dubai and co-founded Lockton Finance, the first licensed crypto custodian in Uzbekistan. The depository operates under the regulation of the National Agency for Perspective Projects, providing services for the issuance, primary placement, and secure storage of digital assets. It integrates advanced compliance features, such as on-chain KYC processes, ensuring a robust legal framework for digital finance in Uzbekistan.
Aleksey holds the Certified Anti-Money Laundering Specialist (CAMS) credential, recognized globally as the gold standard for Anti-Money Laundering (AML) professionals. The certification signifies his expertise in developing and implementing effective AML programs, conducting risk assessments, and ensuring compliance with international financial crime prevention standards. His deep understanding of AML regulations complements his academic background, which includes a PhD in Law specializing in e-commerce and electronic payments.
He has authored over 30 peer-reviewed articles and lectures on international and media law at Webster University. His contributions extend to advising blockchain projects, developing AML strategies, and participating in regulatory discussions as a member of the Swiss Crypto Valley Association. Aleksey's efforts aim to bridge the gap between evolving digital asset technologies and compliance requirements, positioning Lockton Finance at the forefront of Uzbekistan's emerging crypto landscape.
